He clarified this in the live letter. It's not one kill per week, it's one Bill per week. You can still hunt NMs even if there is no bill for it. You still get points.

Odin and behe work that way because they pop every 24-72h, i'm under the assumption they will pop on very shorter periods and the number of monster will be higher, the fact that they say every player gets to kill the same monster with weekly marks explains that there will be several monsters for each rank.
More monsters with shorter respawn periods means less ppl fighting every monster, so yes, this is fate with out the fate mark but with useful rewards for endgame character development, and less players fighting.
I can tell you no one will be able to fight these things just be sitting in a corner waiting for a mark in the map.

If any of you played Final Fantasy XII you'd know that HUNTS are really fun and it won't be like trying to find Odin.
It's more like you have to be at a location at night and kill 10 elementals to spawn the mark
I have to say, adding NMs is a step in the right direction for ARR... Esp using the FFXII hunt/mark system.

I may be reading this wrong, but I see this as " Elite marks aren't bound to a weekly/daily time block.
still to early to debate but based on what SE always do for new content i have a feeling fates will be involved.
If be the case i will skip all together, i am sure i am not the only one exhausted by fates, sigh
Remember the Twinkling Treant event from the first days of FFXI? Those NMs took real world days to kill. It sounds real boring, but it was a fantastic way to get the new community engaged with one another. And we got outpost teleports that people take for granted today from it!
