It was definitely a gear problem. I upgraded my gear, got some heavy iron armour off the market and a new sword from the level 25 gladiator quest and ran a lowbie. Things were much easier. I'm up to 26 now and have halone, so will hopefully be able to start practicing a proper rotation now.
Congrats. Just FYI, keep in mind that Rage of Halone and the marauder's equivalent, butcher's block, produce the most enmity of all your attacks. Depending on the dps with you, it may be a good idea to open up with shield lob and/or a halone first before moving in to your flash and savageblade combos. Similarly, consider the same when reestablishing hate after a provoke.
