Because most people who belonged to an FC will prefer to chat with their own members, or that the language barrier is high because it consist of several EU countries with different languages?

I would rather socialize on forums where I have control of where the conversation is going, time to think about what I'm saying, and I can edit. Or even delete if I find I'm babbling (again) about nothing anyone cares about. I don't think the lack of communication is a Final Fantasy thing. It's in all mmo's and one of the big repeat topics at mmorpg. It remains a vast mystery intuitive to the human psyche. I can only speak for myself. I don't talk to people in mmo's, outside of polite conversation, because I'm shy. :P
