What you quoted, if you read over, should tell you I understand the need for improving the core mechanics of the game before releasing content.

Content makers can still work with story board ideas and battle blueprints, etc.

Things are worked on at the same time. While they may or may not be stalled by another department, it's still worked on.

It is probably true they are understaffed, but that doesn't mean that you can have all hands on one aspect even if it's all important.

It's also more proof why FF14 failed so badly the last few years in development, if nothing every got done to completion. Management is a skill for a reason. Efficient allocation of resources.
