LOL @ all the people thinking an item which requires no skill will equal weapons from t9 which does require skill.
Upgraded relics will always be lesser than high end dungeon weapons.

Because it's an MMO, not a stand alone FF title, the highest end weapons will (likely) always come from what is considered the highest end content. They made that adjustment for T5 afterwards because the incentive to clear it wasn't enough for people in the beginning and so it's begun a trend which has reappeared at 2.2 and will continue to do so.
On one hand, those who are more FF players than just MMO hoppers, want to see the iconic weapons become what they would be in an FF title, which is the ultimate form of weapon it can be. But, on the other hand, because it's an MMO and not stand alone, Yoshi and his team have to cater to the rest of the player base who want their raids to mean something, which is the highest end weapon.
What that means, is that the Relic/Purple field weapons will continue to scale with players, as it is now and I imagine continue to do so through future expansions in one way or another, allowing those who want to devote themselves to the FF way of things, can do so and not feel completely left behind. But, it also means that the raid weapons will continue to be the highest end reward you can possibly attain.
There's also no reason why in the future, much further down the line, Yoshi and his team cant simply combine the two together at some point. Allowing players to take their Relic weapons, which they've devoted time to keep relevant as the content comes available, to upgrade it with completion of the highest end content at that particular time. While allowing players who not want to invest the time into Relic content to still get the weapons from the content as well.
That method would have one particular Pro and Con that I can think of. The Pro being that everyone gets put on an even playing field, everyone has to complete the highest tier of content in order to max out their main slot potential. So no more of the "you're not as good as me because you didnt clear this and I have the item to show for it, so nenernener". On the Con, already having the weapon equipped and being able to upgrade it's potential at the completion of the content, would also mean the player(s) who participated in the highest end raid would have to still hope against RNG that their weapon will drop, while the Relic portion is a guaranteed upgrade without risk, if that's how the content was designed.
