Its a misinterpretation. What he means s that Your relic should take you to patch 2.3 to complete unless you grind it out immediately. As far as labeling only 4 or 5 books available at launch what was meant was that you must pick the first 6 or so then do the second upgrade part. Like Skyfire book 1 then Skyfire book 2.

I have had my animus for a long time now, So Yes i am excited for the next part of the questline and seems like yoshida was right about not many people with animus before 2.25.

According to people that know Japanese, it's mistranslated by SE (again...). He basically said what everyone was thinking the first time, that most people won't be done with Animus before 2.25 patch, at which time further progression will be introduced.
