It's unclear, but it's highly likely it was at least composed by Masayoshi Soken, given he's the sound director and main composer for the game (unfortunately it's not on the new soundtrack album :().

But yes, it's so annoyingly catchy... :3

I have caught myself walking around and humming this song constantly since this event started >.<
