I had a thought as to why. You have to consider other mechanics as well and tie them all together. In this case, the LB adjustment (to limit class stacking) and the introduction to Alliance content.
Here is what I figure: there will be an encounter in CT that does 300-500 damage to the entire alliance that needs to be offset by 2-3 Medica II hots. In another encounter, there will be a AoE knockback that deals significant damage to melee dps in an Alliance encounter and/or a mechanic that keeps casters away from melee, out of range of Medica, requiring the casting of Cure III to get their HP up after that damage.
Kinda makes you feel pigeonholed into specific ways to get through encounters.
