If only that were true. Duty finder is cross server, and as such it doesn't matter how much of something there is on your specific server.

I believe Yoshi-P's already mentioned an incentive system is going to be put in place for the under-played classes/jobs. I think this would be better than locking people out. You can't force people to play what they don't want to play, all a lock-out would do is make people quit playing altogether.

You do realise that not all tanks are saints right? There are obnoxious ones too that think they are the best thing since sliced bread. You just ran into some shoddy players. It doesn't mean that tanks don't get the respect they deserve in general. Everyone should get the respect they deserve in a party of 4/8-man dungeons.
To get back on topic, I have a friend who was a devout DPS player (swore it since launch). Yeah, even he is in the process of levelling a tanking class right now due to the natural ease of finding parties right now. I don't think this issue is something SE can force onto the player base. When they have a hard time finding parties for their BRD/MNK/BLM/DRG mains - they naturally will be inclined to pick a healing/tanking role.
oh please tell me you don't seriously consider you the BEST OF THE BEST just because you either a) were a legacy player that rushed to 50 in 1.0 (or 1.23 as some like to call it *cough*.. some of us do remember the little tricks (for not saying 'exploits') that got you guys 8 jobs to 50 in a matter of days) or b) were a bit quicker at 50 than others and because of not being interested in other content than the latest raiding endgame to get the latest raiding gear
slower players aren't any less of good players, they don't have less skills (neither 'player wise', nor 'experience-in-this-specific-game' wise) and priority doesn't tell you anything about a player's abilities, either.
in fact I can debunk your very statement easily by regularly running the 'level-up' dungeons with a 'coil geared' tank in one of my linkshells (not that I don't think a long years of tanking friend of mine is any less bad, a tank whom I KNOW to be an amazing raid tank from other games. he's been 'stuck' at lvl 30 for about 4 weeks now because he decided he's in love with crafting in this game and likes making gil a ton)
I'm not gonna start paying people for something. if you don't have FUN in your role, if you don't feel like HELPING people, then maybe the sole reason you play a tank is to feel 'godlike' and 'needed', which means you probably are one of the 'tanks with an attitude' who give 'your kind' a bad name.

Half the issue is the stupid Mythology tome caps. Once a lot of tanks get their tomes they stop running AK/WP as they're done for the week.
OP is experiencing what he perceives to be a tank shortage, I merely explained the situation. (Also, btw according to the last census, PLD is one of the most played classes). I'm sorry you're so mad, but this is the reality of things. I'm not ragging on 'slower players', I'm merely saying that if you don't want to deal with the fuss of Duty Finder, the option to pay someone is there. You can sit there stubbornly and say you don't want to pay a tank, thats fine, you obviously don't understand what opportunity cost is. The time you spend waiting for a party to form, wiping in dungeons and running back, sitting in dungeons AFK waiting for a replacement, etc....all that time can be spent doing something else. With 10 minute WP runs as they are, paying someone 5-10k for a queue is not going to break your bank, and its certainly not like you're showering the tank in gil. Its merely a tip for service and an incentive for someone to help you.
The reality of the current situation is that the best players are generally not queuing for funsies in Duty Finder for AK/WP. Speed runs, or at least a slightly organized parties are easy to form in Mor Dhona or Free Company or Linkshell chat. I am a NON-LEGACY player who has 3 full sets of Darklight gear already, and the truth is that I've probably earned well over 25,000 Tomestone of Philosophy already. The people that choose to play Tank classes understand that they are in demand and they've already found their homes and their cliques to run with. What you are left with in public Duty Finder dungeons are primarily people who are new to the dungeon and people who need the gear: two factors that can considerably slow you down and depress you.
Don't get me wrong, I love tanking. I have tons of fun tanking. I don't have fun watching the same mistakes repeated over and over. I don't have fun reteaching and explaining fights for the 900th time. If I want to have fun tanking, I have a huge list of players whom I know are geared, skilled, and experienced lined up at my door for parties before I even have to consider shouting in Mor Dhona, let alone use the Duty Finder. Again, if you think there is a tank shortage, then you are just not looking hard enough.
I don't know what you're trying to debunk with a story about a Lv30 tank, or about you and your friend running the level-up dungeons. That's fine, that's your choice to do what you want with your time. It doesn't change the fact that most tanks in Duty Finder are in fact not coil geared altruists with too much time on their hands. It certainly doesn't help the OP one bit.
You need to understand that the playerbase isn't here to serve your every whim. Don't expect strangers on the internet to take time out of their day just to carry the masses. Yes, I enjoy the game, I also enjoy other games that I can be playing instead of wiping in a dungeon I don't need to be in.
I'll end by reiterating what I said before: pay a geared tank from a top end guild on your server if you don't want to deal with tank queues (or bad tanks).
PS: Generally speaking, 'slower' players ARE worse. Even if they were equally skilled and experienced, the person with more gear is a better candidate for your party. The person who is capable of a 10 minute WP and a 15 minute AK is better than the guy who likes to take his time with things.
