Sadly that was Tanaka era... If anyone remember's Tanaka era FFXI, we were promised all these different things and changes and shinys, 5-6 years later we are still waiting for things he promised. So far in Yoshi-P era we have gotten things he has promised. Tanaka was famous for false promises and LONG.... delays.

Buffalo was in since Alpha lol, There is still a very large coeurl being unused and its fully animated and skinned, no idea why its not being put in place or being used. This annoys me, if theres content in the files as something as trivial as a mob why not just throw them in the game? If you wanted it for something else just copy/paste like all the damn NM's lol.

Beta tests are supposed to be content rich and used for debugging and balancing. Considering that the game still isn't content rich, and considering the retooling of everything, we're still in Alpha.
Why are you using that as an example? No one so far has even mentioned the implementation of alliances. Besides, why is this a reason NOT to have open world dungeons? If you need help with something, or want to group up, it seems like this kind of scenario would be GOOD for the game, rather than bad.
I did forget that. Though, correct me if I am wrong, I don't think this works in FFXIV. My shell mates and I stood around and watched another shell wipe to an NM. But once they were dead, we couldn't claim it, and they had plenty of time to run back, wait for weakness, and try again all before the NM depoped.

I think that once they get the game's development under control and are no longer fixing it and adding content at the same time, we will see content being added at a much faster pace.
This I actually agree with, though I blame it on Tanaka's team and not Yoshi-P's.
The mob you mention is not currently implemented, I'd imagine, because there is no real area for it yet. If course it will probably be placed in a jungle type area, which we do not have. What we DO have is Gridania, which is a forest, which doesn't go with that mob.
