That's not what he means by "finished".
In the context Bartel was talking about, "finished" means "justitifes a $12 per month charge on par with other, more established MMOs".
Perhaps you should reread the OP.
Or read the rest of my posts in this thread:

we wont that is why SE says to look at it where there is worthy to pay or not, when 1.20 comes out :) There you go, so save you're brain cells and wait for 1.20 to come out to justify this!, if i find it still lacking after 1.20, i sure support your cause for a $5-$6 per month xD
Exactly, Either they provide points as to why SE should reduce cost to 5 bucks or this thread is pointless.. like actual points.. like what makes this game so bad that its not worth of 12 bucks but 5... try that one.. because I havent seen it at all in this thread
Yoshi-p's Statement:
If you don't like it at 1.20:
Feel free to come back at:
-1.21
-1.22
-1.23
Whatever feels right for you do so. Thats what Yoshi-P said.
Another words there's no plans of decreased sales and in one of those patch to a customer, the game will feel complete to that individual. They have a goal/plan and they are sticking to it.
As Yoshi-P said: Come back when you feel the game is up to par with YOUR standards.
Nuff said
I'll field this one.
An incomplete battle system. Being charged with no Job system, seems premature.
However, hear me out. I feel SE shouldn't charge until 1.21. I'm perfectly fine with them charging in the near future as I find a large amount of enjoyment from this game, and I am certainly willing to pay full price. BUT... I want to experience the job system BEFORE I make a commitment to pay. My reasoning is that, the job system is to be tailored towards group content (which we can assume will include end-game content). If they charge us prior to the Job system, I believe that we will not get a true feel of what end-game will entail.
Now I know not everyone plays MMOs for end-game and that's fine. However, the majority of people play video games to beat them, take on the challenging aspects of the game (if FFXIV could be summed up in the first 10 levels we'd all be done playing already.) I think the playbase should have the opportunity to experience the job system prior to a subscription plan.
Whether or not anyone disagrees with me is a moot point, everyone has their personal reasons for supporting or combating the beginning of subscriptions (the majority of which are valid concerns from both sides of the fence). This is mine. I do not believe a lesser charge is necessary, and I don't believe subscriptions need to be held off until 2.0. I do, however, believe that charging us prior to job implementation is a bad idea.
Hell, this would only put subscriptions off for two-three months, so it's not like it would dip deep into SE's pockets.
Actually I will likely continue playing throughout. I sincerely hope that one of my posts will reach a bending ear and that it -may- be taken into consideration.
And I certainly understand not everyone will think like me, I'm pretty positive I'm a minority, lol.
It just seems very unreasonable to tell the players: "We're gonna charge you three months prior to one of the more important aspects of the game that we have been hyping up for the past 6 months."
