If your wanting to get onto Balmung pretty much the only way is to transfer a character onto that server. It's a very slim to none chance of being able to create a character on there.

I have the option of doing that since I remembered about the character I made on Malboro during the ps4 beta which I've never played since but I'll try early tomorrow morning again to see if I can create a fresh character there.
