Having a quick look on the way to work I can see that he mentions that the texture resolution and the draw range in the distance has been lowered.

Though, while I highly doubt people will not over react to this, consider that there are likely to be changes; a 15% boost to either of things can give a substantial boost in quality. I speak from an industry point of view.

Yoshida goes on to say that regardless of these things, whether through fast-paced combat, combining many characters or just standing still there will be little difference to the current game. (My take is that this is because of the inclusion of new technology heavily outweighs the deficits. A la, you'll see what you want to see)
I'm not sure if I interpreted it the right way, but I was under the impression from how the article translated it that you would have the option of optimizing/ raising the level of detail by "15%" with a higher spec system.
Rein, You're amazing and fantastic, maybe you could help clarify if he meant the finished product will be "15%" better, or if you will have the option to boost it by 15%(Textures/ Draw distances/ whatever graphical effects)
