Request for information: ISPs and P2P throttling

ISP : Videotron
Country : Canada (Province of Quebec)
Occurance : alll the time since monday 1st september

- Name of ISP: Stephen F. Austin State University
- Country of Residence: United States
- When does the problem occur: always, can't even login to ANY character. Always instant 90000.

- Name of ISP : Videotron
- Country of Residence : Canada - Quebec
- When does the problem occur (always, only during specific times?) : All the time. every 15-20 second

- Name of ISP : Videotron
- Country of Residence : Canada - Quebec
- When does the problem occur (always, only during specific times?) : All the time. every 15-20 second, after some time getting 90000 error. On JP server i dont have that problem.

Some are resorting to using VPNs to get around this issue as apparently it helps. SE please give a statement at least before people start giving up.
