It seem to be Dated Cotton Tabard (Red) or Dated Canvas Tabard (Auburn). Not obtainable anymore.
Every not dated Tabards have the undersleeves.

Still in work in progress but planning to replace the chest armor with the Warwolf Cuirass and dye the chest and skirt to match the paladin's shiny silver. ( Anyone know if a dye like that exist )
Felis is right though - most, if not all, the 'modern' tabard-type armour sets, including those given by GCs, either have a silly looking breastplate over the chest and shoulder pauldrons (as seen in this 1.0 MRD render pic), or are actually a 'chainmail' type armour which uses the same tabard model but has a suit of chain underneath, including long arm sleeves of chainmail.
Sadly the only 'real' tabard gear remaining is dated/weathered tabards from version 1.0 which is no longer attainable. I've kept my old tabards from 1.0 for this reason and I wear them occasionally myself as vanity gear, even though the colouring is bland as anything. :p
