Yep, there's downtime not accounted for there too. Basically any parse with anyone who didn't die having different durations by more than a couple seconds is almost certainly culling by enough that downtime isn't factored into the total time and skews the EncDPS. In all probability that was a 10:30~ duration parse, based on downtime not being counted and the DPS numbers I've seen.
His point could still be valid in the sense that they may have done more total DPS and cleared it "later" than your group, though it's hard to say since they could have less downtime due to less healing during parts.

I got sol cap of 2000. What's next? I got all weathered except the body. Is the 825 worth it? I'm at 98 now. Still using my wyrm chest. Or just continue to save sols.
I still have no idea what to use this spare sand I have from hunts on. Already used one on my liberator and my pants...don't have body (have i100 from CT atm.)

DRG BiS is leftside HA helm and Belt, 110 SOL Body, gloves, pants, boots ofc its worth if u got sands, however biggest issue is ur very low 457 acc, so anyway u need to dump 825 for body and 375 for ring (only do this if u got oil for tat 110 SOL ring) or get ramuh ex's 2nd BiS ring
Typically you'll want to upgrade your Hands first with sand before boots. Hands fit a lot more "best in set" sets than the boots will, and our High Allagan boots drop from T7, so even players still progressing earlier bosses (if you are) can have a shot at a "free" upgrade. Obviously that is dependant on RNG though. The Astrum boots have a high amount of ACC, while the High Allagan do not. This is the opposite for the gloves, so to sum up if you need more ACC get the boots first, although they will only be temporary gear and you may toss them down the road. If this bothers you, get the Gloves as there a more long-term investment on your sand.
As for the body, if you don't need the ACC then stick with your Wrym Mail (i90) as it has more DPS potential than the Weathered Astrum body. Either way though, the upgraded body will be your best in slot piece until you can get the T9 body, even trumping a fully over-melded Wolfram body (not by much though).
As for CT2 (ST) the oils are going to be your go-to item here, making sure to upgrade your Gloam Choker/Ring/Earring. After these, the ST head is a solid upgrade over High-Allagan if you don't need the ACC on the High-Allagan.
EDIT: Just realized Kanemano posted about this above me, so I just elaborated on his advice.
You do realize that overall damage is not the same as DPS? Overall damage is just a flat damage number, while DPS is a function of damage and the time needed to put up that damage. There is a big difference in DPS if you do a set amount of x damage in 9:30 as opposed to 10:30. You cannot just leave out the downtimes and act like they don't have any influence on your DPS numbers. A DPS parse not accounting for downtimes will always show higher DPS figures as opposed to a parse that accounts for the downtimes. So lets assume you parse the whole fight in one big parse (therefore accounting for downtimes) and another member of your static parses the exact same fight split into 780248979235 different pieces and later on merges those pieces - guess whose parse will show higher DPS numbers, though you've both parsed the exact same fight and both of you recorded almost identical overall damage for your performance? Not accounting for downtimes DOES pad DPS numbers by a good margin, depending on the ratio of downtime/combat time and depending on how early your encounters are culled.
