I got hit with this lastnight. When I woke up, I was able to log in just fine. So i thought it was fixed. My MISTAKE cause when i changed to a alt, I realized I couldnt swtich between characters without saying the connection to the data server was lost. Then pretty soon it wouldn't even load the data server and started throwing me the Lobby server error.
I disabled my internet on my PC and re-enabled it again hoping it would fetch a new IP address after doing that I was able to log into my main again. Not saying its going to fix the issue. but it might allow you to go on the toon your wanting to play.
Like I said in another thread, SE will blame the ISPs and the ISPs will blame SE...it'll take days to fix because they won't work with each other.
Sigh .. still getting 2002 trying to log onto the giant turtle.

Been unable to log in since 9:41pm EST yesterday.
I play on Aether data center and live in EU. Can't get in, neither with my normal ISP nor via mobile hotspot.
So it's definitely not an ISP issue.
My reply was specifically towards different DataCenters in completely different physical locations. The Routing is completely different, which is why many can connect to EU and JP DCs without an issue.
The simple way I can describe your situation: having one person able to connect and others on the same connection not, is pure luck. You are all going through the same Main and Satellite offices along the same route, but these locations are full of racks of hardware with their own internal handling and connections. If that location isn't up 100% some of the affected hardware will block connections and/or not properly handle them, yet others can get through. Again, luck of the draw.
Also each piece of hardware only has a certain amount of connections it can handle, if its full, its full. If there is an internal handling issue it will timeout your connection.
That is the most simple way I can describe it to you.
