Doesnt need reworking, they just need to add more themes/use different ones for various situations.
Also as far as music fitting things, go check out Ys 1&2 PSP or Romancing SaGa PS2. All kinds of great battle and environment themes with a wide range of genres, but no really high tech areas. For instance, this is the sewer theme:

I do agree that the music should change depending on what section of the huge zones you are in. The reason why the same overworld theme worked over and over in offline RPGs is that overworld travel was fairly fast. With huge fields such as in FF14, different sections need either remixed versions of the normal field theme, or just something totally different that fades in when you get near that area.
