So will adding new worlds fix this issue? It doesn't seem like it will since it only seems to be affecting new players who have not invested a lot of time into the characters.

Right. I mean, if they are not added slots to existing servers, and not offering free transfers, we are still going to be bottle necked on the server we are on? How does adding new servers without transfers and new duty finder servers fix max capacity existing servers again?
Yes. That is exactly what I am trying to say. It doesn't effect already existing players. Adding new worlds only effects new players who have not been able to create new characters or join any server. Adding new worlds does not fix error 1017 at all. They can add all the worlds they want and there will still be an error 1017 because the worlds are full.
I could be reading the Developer's post entirely wrong. Please feel free to correct me if I am wrong.
New servers will prevent new players from bombarding the existing lobby servers. Right now digital sales are on hold, when lifted, newer players can join newer worlds. The dev team will also will be working on our servers and the issue with simultaneous connection. However, their priority now isa the new servers so they can resume sales of the game.
After 40 Maintenances that supposedly would fix the problem and yet didn't fix the problem, forgive me if I don't share in your hope. I am teetering between well warranted pessimism and unfiltered disappointment.
It feels like instead of trying to fix the problem by upgrading, optimizing and/or stabilizing their servers, SE wants to just cause many players to quit. It's ballsy, I'll give them that
You have two remember there are 2 issues.
1.) Existing worlds have a 5000 cap connection
2.) Not enough worlds - so new players who purchase the game will add to the issue above.
The priority is to add new worlds so they can resume sales of the game and then they will fix our existing server issues.
The solution to the instance issues during EA was to put a tight cap on server populations. Once they get more capacity for the Instance servers and the Lobby hopefully they can expand the population caps on the EA servers. Plus maybe we can get a real Queue system like every other modern MMO.
This logic is flawed. If there are still players that have not established a character AT ALL, then they will flock to the new severs hopefully. Are there enough people to fill these new servers to the brim? Possibly. If SE reopens sales after they implement new servers, these new servers are going to be flooded again, and we're going to see the exact same errors on a larger scale than we already have. If SE is smart, they will implement new servers, watch them for a couple days to a week before reopening sales. Making new servers and reopening sales at the same time would be a mistake seeing as how people who have already bought the game can't play or have moved onto JP servers. And whose to say that the people who migrated to the JP servers because they couldn't play on NA/EU servers won't want to make characters on the new NA/EU servers? Fixing the servers should be their top priority.
At first I was getting world servers full error, then can't find NA/EU servers error, now I'm getting 2002 'lobby has encountered error' error, and can't even reach the lobby...
I can't believe, the problem persisted the entire day, now at 4:00 am (gmt +2), the problem is STILL THERE, I can't login!!! The entire day!

Looks like the NA/EU instance issue is fixed. Was able to get on a few hours ago.
Several issues with JAP server... Didn't you notice that EU/NA servers are unusable at the moment? Yea sure you can login, you get in queue, once the queue ends you get "connection with the server lost", this persist since 15:00 GMT + 2 for a lot of us.
Its weird. JP servers keep giving me hell but I don't have any trouble getting on NA server.
