Sorry to contradict you, but I have seen my fair share of concept art where the design was not finalized. for example, the earliest character art for Lightning in FFXIII had red hair and a slightly different face. as for more recent examples in an upcoming game, I offer you this link:

So basically, the previous statment I made about concept art not necessarily being final product is not incorrect, you also have to remember that SE showed this art approximately a full year before 2.0 goes online. That is more than enough time for the concept to change as the developers learn what the new engine can and can't do. They may certainly use the concept, but it may wind up up being done differently in the final build.
