Well, its all about coordination and talking. You can ask the WHM to wait for stun locking or you can wait the stun lock come to an end to use your Blood Price. Second option is a bit easier to do with PUGs if you're the DRK. Worry not, if the WHM starts stun locking, the monsters will get full stun resist before they die. So you have plenty of time to recover your mana. Holy's power in dungeons comes not only on its Spammable High Potency but also in its powerfull mitigation wich alongside with tank defensive abilities and a strong regen can make the tank be safe for a long time while the healer is dealing massive damage.

The first option is better since I get more mana the more things are hitting me, if WHM is spamming Holy and ranged DPS is spamming their AOE, chances are that most trash mobs will die or be near death when Holy no longer becomes viable. Also it depends on how long the WHM is using Holy. Blood Price only has a 15 sec duration, so if you cast three Holys, then you've taken up almost 2/3 of the time I would have been able to regain mana

Your point is correct that it is something that should be worked out between the healer and the tank to make sure neither make the other's job harder

If you're in a PUG, then 9/10 times the group of mobs will still be alive after the Holy stun's end, allowing you AT LEAST 10 seconds of Blood Price. A WHM will only wait about 5-8 seconds max before going into their Holy spam before it just becomes really bad to wait any longer, making it almost always better to do it after the stuns are over. Another option is to pop it while you run and pull all the mobs on a big pull, that would allow 15 seconds of Blood Price on a good deal of pulls.

If you have troubles on one healer over another work harder at the healer you are having troubles with.
