I thought Keeper males were "encouraged" to leave their tribe when they come of age; kinda like a rite of passage. And that in order to be accepted into a tribe they need to present them hunts/things from their travels.
This pretty much shows they're strong enough to live on their own and the time spent could lead to sexual encounter until the males/female get sick of each other and he leaves to wander.
It was stated in the moogle delivery quests that monogamous relationships in the seekers were VERY frowned upon/abnormal.
While males might be rare, I doubt many females will be willing to have sex with a "weak" male who can't leave the tribe to survive in the open world.
While there aren't that many male miqote compared to females, that doesn't mean they are so rare that each one must be kept under lock and key. They produce enough males to the point where they're encourage to leave/get strong and if they survive breed

Oh yeah now that i think about if If a male Miqo'te from the moon keeper tribe wants to have Access to a female of the Sun Seeker tribe i wonder if that moon Miqo'te will have to Challenge the Nuhn for it or not?...or if a male from the Sun Seeker tribe wants to have access to a female of the Moon Keeper tribe i wonder if they will be given that chance easily?...So many questions with so lil answers i tell ya...
