They just have to do this they just have to do that it's SO easy!
I don't understand why so many of you assume that you know what you're talking about and offering solutions to a problem you clearly aren't qualified to solve. Making the servers check timestamp tell messages or sender count like this per player on tell message is extremely taxing to have to do for every single tell message while also holding a cache for every single player sending tell messages and then routinely updating this to save space or keeping it in memory until another message is sent which would eventually become backed up if players aren't sending tell messages regularly.
The whole idea of this is just a huge mess with a large amount of infrastructure for something that doesn't really solve any problems. You might think "oh just do it client side only" if you were smart enough to even think of that, but what would be stopping the Gil spammers to just bypass this weak client side prevention system when they can easily use teleport hacks to warp around. The only way for them to do a check like this is through the server only, and that's way too taxing on their server load for what it's worth when an RMT bot will just bypass it anyways or the RMT botters will just cycle in various bots at various hours to keep the same amount of advertising up.
Please, just stop trying to fix a problem that you know nothing about.
