They did not specifically say if they would be released with content. Based off the info given it's clear they already have the storyboards, but I'd be willing to bet the quests will come in 1.19.

There will be content. The Development Team has not detailed that content, other than that they are quests that require you to talk to an NPC.
We do not know the number of quests. But does knowing how many of them there are ahead of time really make that much of a difference than finding out when your character goes there?
I'm out in the field near Skull Valley and seeing the screenshot of one of the new houses, i notice its location.
Smack in the middle of a decently sized valley area in the map.
This does seem like an ideal place to put the first house of what will eventually become a fully fledged town.
soooo much content on this 1.18 my head is spending, it really sounds this is going to keep us busy for a while
I'm excited for the auto attack and the animations and grand companies alone, and they keep announcing new additions every other day. It's obvious they're working really hard and its showing. I'm confident this game will have it's own taste like how FFXI has.
What about the settlements we already have like Aleport?
The empty areas like this just need quests so there's a purpose to venture there. Hopefully they add things in to make those areas come alive, even if it's just a bit more lore and a shop or two.
It seems weird that people would set up camps next to giant crystals in the middle of nowhere, when just up the road there are large settlements with housing and shelter.
Bit of realism would go a long way perhaps.
1) those areas are Hamlets - not settlements. They have a purpose, that purpose just isn't in the game yet.
2) There are camps at the crystals for a) local leves b) destination saving c) behest d) vendors and the "lore" behind the camps is so that monsters / beastmen don't over run the adventures that use said crystals.
3) Frontier Hubs are out in the wild to a) give players quests b) vendors c) possible chocobo rental d) a place to rest and the "lore" behind them is obvious in the description.
Have people somehow forgotten when they were originally announced they were announced as quest hubs? I don't know where everyone's getting the idea that there's no content planned for them.

Also, we’re planning to introduce various new encampments that will serve as quest hubs.
Also some of the current hamlets do have quests, people just rarely ever do them.
MORE features to enhance their practicality. More, which indicates there is already some but more is on the way.
The settlements are looking really great! Thanks so much to the dev team for the hard work and keep it up. :D
Lol, what else are they gonna put in this patch? Space ships and aliens?
Wow they are actually releasing stuff..
Fixing the environment up
Fixing the battle
Making way for class changes
Chocobos
I am one happy Mi'qote
Surely you must be kidding? This is the greatest thing I've seen coming to the patch so far! Some people are excited for battle changes, some for grand companies (I am excited about all of these things too), but I like to explore the world and seeing more little settlements like this really brings life and happiness to my gameplay. So don't be selfish. They are doing a very good job at attempting to satisfy EVERYBODY with 1.18, the variety of changes is overwhelming. Good job SE and the XIV dev team, keep going strong, can't wait to see what the future brings for us! :)
I find this:
to be the most interesting part about it. I remember reading not so long ago that YoshiP was worried that people would find them too convenient and not head back to the City-States. Possibly have bits and pieces for crafters, maybe some buying and selling NPCs? Who knows except for them, but I am definitely looking forward to it!Quote:
Future patches will usher in more features to enhance their practicality, with each location set to become the backdrop for an assortment of new quests.
I too feel that the settlements have more potential than anything else I've heard that's coming. I think that they probably won't have much at these outposts at first, but with 1.19 and 1.20 on the way these settlements could be the place to be in-game. I'm stoked!
Whoa! Two settlements per area that look exactly the same! Two settlements that consist of the same exact building plus an array of assets placed in a very similar fashion. Impressive, this might just be what breaks with the annoying repetition and copy+paste that dominates the FFXIV landscape. I am officially stoked.

COPY PASTE COPY PASTE, derp derp!!!!
Why can't these settlements be as awesome as real life settlements?
i personally dont think theres anything "cool" or "beautiful" about any of these settlements.
i do, however, find them to be somewhat realistic to the backdrop and necessary to liven up the zone a bit. im glad were getting them.
heres to hoping for more(quantity)/bigger/better looking settlements in future updates.
Richy lad...I'm not bashing the settlements, i think they're great. However, they could be doing so much more with areas like Aleport too.
Imagine if they added a besieged type event to those places. The whole of Aleport attacked by Dodo's...
Plagues of puks descending on the harbour....
The port is there, but there's nothing in it. I just find that a bit creepy.
hmm while they are preparing to add chocobos in 1.19 they should also open a new restaurant in every major city..

Don't mean to sound so negative but all these outposts look the same, they just have one added thing in them to make them a little different with certain things in different spots. I was hoping for something with more uniqueness but I guess I gotta settle for copy/pasta forever.
No no no, not at all, you dont need to settle with this, you can always go play any other MMO out there.
Edit:
:O "OMG are you crazy!?, dont tell ppl to go play other games, they will leave and never come back ! D:"
In all seriousness, SE is aware of the situation with the zones, and already has indicated plans to redesign zones and cities. After all is said and done, one or two things that are copy/pasted like these settlements wont even stand out ^^ (Mind you, judging by the pic the only asset being duplicated is the actual building, so arranging it with other stuff around it can mask it pretty well, so its ok)
This makes me wonder what else they're putting in 1.18 we may not know about yet. Maybe nothing major, but I can't wait to read the patch notes.
Well, seeing this is the first step in battle changes, we are yet to see how much they are going to move abilities around to accentuate class uniqueness. Also, just by adding auto attack, a lot of abilities will change in how they are executed, for example, recast timer and casting time. Cant wait to read the full patch notes.
they really need to add life to the bazaars around the world tooooooo..... hope these really arnt there for looks
Nice! This is one of the things I've definitely been wanting to bring more life to the empty wasteland of Eorzea. The fact that they're introducing this many in this patch, and more in the next, has me excited that they're taking a good approach to livening everything up :)
I'm happy.
I'm getting pretty sick of these complaints, because while it's been a bit since I was playing every new MMO to come out about a year ago, this is very common thing in gaming and especially MMOs, buildings in a certain region have the same look generally with little additions to make them a little different. Since when has this been the ultimate failure of an MMO not to have each building totally different then one another? I missed the memo. You guys are going a little far with this copy paste stuff, keep it to where the concern is actual real.
