I think a combination of improvements would mean they don't need to introduce 'too' many new servers - or in the longer term, there would be server mergers in the future when population drops off. At this stage, I imagine people unable to get onto their chosen realms may be rolling extra characters wherever they can connect - when those people will eventually settle on one realm.
Definitely some sort of function to disconnect people who have been inactive for a reasonable period of time is the main improvement that needs to be made - I don't know if that has been included in this patch.
Even if they were to do a 5 minute restart with a warning, once every 3-6 hours it would help, removing the people who are afk. It would be a temporary inconvenience to those who 'are' online and actively playing, but reducing the server load by those hundreds of people who are there afking to maintain their online status is a worse inconvenience to those trying to log on.
They likely have capacity to start up more worlds if necessary.
Starting with three more, wait for them to fill up to some level, then start up some more, etc.

Seems like adding servers would just help those who bought the game and have yet t make a character since all worlds were full, not sure how if at all it will affect log in traffic issues. Seeing as server capacity is roughly a quarter of a million players, 3 new servers will not even accommodate another million players, so I still log in slow and can't play together with my boss or girlfriend, seems like the only thing this fixed is they can now start selling copies of the game again.
