If they where to turn off the servers they would lose a lot more people then they are right now.
That's quite true. So in the interim they should have a scheduled server reboot time to kick off all the afkers and that way players would know when not to be fighting a boss or in a dungeon. The ones that are afk sleeping will get replaced by people who actually want to play. Wed. is fine but let's not ignore the next two days without some type of action either.
What would shutting the servers down solve? Nothing. That would just mean less people would be able to play and piss off more players. Jeez people, are 'muricans unable to wait a couple days till the fix is implemented and want everyone to suffer because they're not playing?
I completely agree with this. They don't even need AFK boot feature. Just restart the servers one or twice a day to kick afkers.
Hold on, hold on. I wouldn't go as far as to shut down the servers, but I think the idea holds some merit.
I mean, honestly? There's nothing SE can do at this point before Wednsday that isn't going to piss somebody off. So I think maybe a compromise would suffice.
Don't shut down the servers, but maybe do a mass login reset around every 12-18 hours.
Yeah, it's a gamble, it doesn't even compare to more servers and server space, and people would have to scramble to get back in. On the plus side, it would deal with the RMTs and AFKs so more people who haven't been able to play could potentially get on.
Like I said, it's a gamble, and one I honestly wouldn't mind being on the lesser end of.

And just how do you propose SE to discover these real world issues related to congestion if no one is on playing. They didn't discovered it during Alpha, didn't during Beta, and some were only discovered during open beta and even as late as EA. Now you want everyone just stop playing so SE can fix real time issues? Issues that will only surface themselves when real players are playing the game in the way they normally do?
Yes, there are issues, but because these issues are around, SE is able to come up with solutions and methods to resolve them. It is sad that you happens to be on the receive end of these issues, but chances are, 99% of us all saw the 3102s, 1017s, 2002s and the 90Ks more then once during this past week (24+ hrs myself). But because of the fact that 150K-230K players are still playing 24x7, SE is able to come up with a reasonable solution to correct these problems. Your suggestion will only prevent these issues from surfacing, and prolong your experience with congestion.

Sounds like a good idea on paper, but a seriously bad idea in reality. Why? Say 10% of the world population is AFK, then you are only delaying the login for those that cannot get on so they can replace that 10% AFKers. However, every time you perform a server reboot but have yet implemented the solution, you are forcing this issue to 100% of the population on every reboot cycle, instead of limiting it just the 10%. You rather upset rest of the 90% population to please the 10%? I hope not.
