BT/Orange/EE is indeed treating this game as a P2P client and severely crippling our ability to play this game during peak times.
I have not had this problem with other games apart from Rift, but that was fixed.

Ive given up for the night, its unplayable and frustrating even trying. Note this isnt through SE's doing.
My ISP (Virgin) throttles heavily too, but NOT FFXIV (luckily), the fact that ISP's are still legally allowed to do this shit is disgusting anyway.

Contacted all i can contact. I guess ill go play something else.
If it doesnt get fixed after a week though, I guess ill be asking for a full refund :(
Same problem throughout beta and now into launch.

Im on a rampage now lol, ive sent messages to EE/BT via their FB and Twitter pages, also twittered @FF_XIV_EN making them aware theres players with a problem. Done all i can now i think :)
Kitsunami, the problem isnt on Square Enix's side, its BT/EE who are at fault.
I just made a character on a EU server and i had no problems in town talking to npcs o.o. There was virtually no lag. When i went back onto hyperion LAAAAG.
