Actually the first Tactics was Ivalice, but there were also no Viera in it.

If viera were added, I would want them to be a full race. But I would prefer some sort of reptile race first. In ffxi, the galka were reptile esque (had tails, lived in the desert) but without scales. Now that they are just "big people" we really don't have a non human race beyond miqote
