Suppose you drop the 25k while sitting at the chief sergeant cap of 45k. You then have 20/45. I dont think you can LOSE anything because they just wont take the quest

I speak from experience on this, if you don't have the space for the seals, the game won't let you make the exchange. There's no way to lose an item. Otherwise, I've have lost a cluster.

I'm glad that's the case, but the event turn in isn't exactly the same as turning in a quest, so the same check may not apply. It depends on where in the code the validation logic is located.

An LS mate just yesterday tried getting a promotion while with full seals. They couldn't in the end, because they couldn't receive the 5k seals that are a free reward from the event....they ended up having to use up 5k seals to be able to get promoted.
Not sure if this is the type of check you meant, but there you have it.

Not everyone does the quest immediately after accepting it. I'm sure some people have trouble getting a party together for it and could possibly in the meantime get a lot of seals.

Maybe, but thanks for the additional info. A valid test we'd be most likely to find is someone with capped seals who hasn't finished an optional quest with a small reward, so most of the GC sidequests would qualify. Let them see if it will allow them to turn in.
