Soon as a new city becomes available the masses will flock to it within a weeks time. Its the FF traditoon, we pick the biggest, coolest and most centralized city and we make that main camp.
There will always be a main hub for people and it will generally be at the central and most easily designed city. The only way to get people to the other areas is to provide content that is specific to the other areas. People will also probably spread out more when/if they come out with a Jeuno-like city (Ishgard) due to it being made into the new main city.
