You've mentioned that it was brought into active gameplay. Just exactly how did it do that? Besides people calling one out for not having it.

Hit a critical mass. They have the don't ask don't tell rule. But players feel that their mods are too big to fail and would kill the game if it were ever touched.
Me personally i find that extremely disrespectful, imagine a community telling you that your game can't survive on its own two legs because the only reason why is does, is a unsupported mod that the players think is too popular to be touched and openly flaunt it.
Always used in-game lore/content to RP, so not much changed.
Mare codes were being posted on adventurer plates, in PF advertisements, and in shout chat - and not even with a wink wink, nudge nudge different name. (Smarter RPers called it the 'venue code' but allegedly some people just straight up use 'mare code' on their plates.)
They were talking about Fight Club too openly.
It would not matter, so regardless of whatever, yes, anything else is just making up excuses and that decided to play the game for wrong reasons.
