You are not playing the race for the hats, and those limitations is fine for me... being unique in a different way alone.

The years of criticism is warranted, because:
- At launch, it was worded in a way that EXISTING headgear would not be usable and those would be adjusted at a later date.
It turned out that MOST headgear including freshly developed ones are not compatible and the progress of the adjustment is non existent.
- Race specific hairstyles would be developed for those races as the current hairstyles were not compatible
We didn't get any custom hairstyles and they opted to "adjust" the current hairstyles to beastly character to varying degrees of failure: few are harmless, most are really bad and some are just WTF.
To make matters worse, they've launched three more character types with the exactly same problem (Viera F/M and Hrothgar F).
Five years, and they're nowhere close to give us a solution or anything tbh, it's not okay.
No. They either get rid or Hroth and Viera or they give us the content we paid for.
You are perfectly content to pay for things you can't use, how great for you, many of us want access to content we paid for.
SE is not going to give you more because you are content with having less.
Fam, you can still go hatless if V/H manage to get hats. Also, Viera, at least, have been shown to wear hats in other FF titles, so it's not like it goes against lore.
Personally, the lack of hats is something I can't ignore while playing the game (blame it on my ADHD), because it's weird to me that two races are walking around without the ability to wear hats while the other races are given more variety in headgear.
In real life, it's still ridiculous that these restrictions are a thing. Why should I have to pay full price for outfits on the online store that have hats my character can't even wear? Why are our hairstyles so limited if it's only a headgear issue? I know the speculative reasons as to why, but none of them are convincing enough for me to look past how carelessly implemented Viera and (especially) Hrothgar were/are.
And your proof for this is what, exactly?
The Lodestone announcement started with "Presenting FINAL FANTASY XIV MOBILE, an official mobile title based on FINAL FANTASY XIV, developed by Lightspeed Studios under the supervision of Square Enix." The two companies (Tencent and SE) have had a letter of intent for the last 6 years, which includes the ability to "license existing intellectual properties".
Tencent halted development of the Nier mobile game they were working on in February this year. This line is most telling: "Mobile games adapted from famous computer and console games, known as intellectual property (IP) games, often entail hefty fees to IP owners, in this case to Square Enix."
Note that is fees to the company, not development costs subsidized by the company.
The companies in which Tencent has invested include Supercell (100%), Epic Games (40%), Riot Games (100%), Larian Studios (30%) ... there's a list if you want to find out.
So, Lightspeed Studios does not need anything other than a licensing agreement and, according to the Lodestone article "supervision" to develop a FFXIV mobile game for the Chinese market.
Your "Final Fantasy XIV money" isn't necessary to develop the game.
The same that says that Cash shop money goes back into the game ( maybe to develop more cash shop goods lol) while content quality and quantity is decreasing?
Also, the Chinese page of FFXIV mobile states that Yoshida and an undisclosed part of development team are supervising it.
If they're off supervising another game they're not actively working on FFXIV.
But maybe the mobile game money will go to the development... Of more cash shop items that Viera/Hrothgar can't use.

I agree with you, and at this point, I suggest doing what I am doing: Sitting back and watching people 'not quit' over hat gear. I, for one, am willing to ask for the monkey's paw to curl and for Hroth and Viera to get nuked from orbit. Reduced to atoms. Maybe then people will have a different argument.
Their development costs for this game are quite expensive and they tend to allocate it where they think it'll be most impactful, and they'll make changes that always please some and annoy others.
But I see a lot of players as Viera, the bunny's are quite popular, and though I see less Hrothgar, both of these races should certainly have the same head gear options as other race. I know it must be a substantial amount of work (resizing and editing 3000 or so bits of armour) but they've made the effort for other races, so seems only fair Viera and Hrothgar get the same love.
It impressed me how detailed Miqot'e headgear is (cutouts for the ears, stitched seams around the cutouts, holes on the ear moulds for the mining helmet etc) I'm sure they could do the same for those other 2 races.
