They've been pretty transparent when it was a server error on their end -- no matter how embarrassing lol (see above post). I don't have any reason to believe they're being dishonest about this, along with the understanding that MMOs tend to be easy targets, especially Japanese ones, which tend to have famously shitty defenses. I don't think they're above criticism for that -- they really need to get tf on top of this issue -- but I don't think they're lying. I think they're negligent lol.
I know I am probably opening a whole can of worms here asking this; but what reason could make an individual constantly attack this game with DDoS? Like what issues do they have for them to be persistent for two months? Why pay for it to happen? I know this is shooting theories into the dark, but does anyone know any history of reasons why some individuals go out of their way to do this?
You are so close to the truth.
No one has a reason to constantly attack the game with DDoS. It costs millions of dollars and you don't get any benefit either.
Which means the only one DDoSing so long is Square Enix, because they don't need to spend money, they can just walk to their server room and unplug the cord for a while.

Subs would be running out, so maybe there is some butthurt by someone there who is spanking SE's bottom. However botnets are expensive. So that wouldn't last.
There may also be an element of a player who... Hmm... how to put this diplomatically... "Saw a large reduction in their gold mining profits" through effective ban, or the player numbers declining, and they would maybe have more resources to throw at SE's network security.
There might be a stock player who is sending a sly message to the board to pay attention or lose the golden goose.

I ... don't think you understand the scale of Hoyoverse game. Their revenue range from high 8digit to low 9digit dollar figure a month.
Even if we generously give FF14 3milion subs at standard price (which I doubt), they are still way behind those games. Realistiacally, FF14 probably only peak at release of an expansion, than slighly peak again when patch come out but on average I seriously doubt it maintains 3mil subs on average at any given times. The economy behind Gacha game is literally insane, and there is a reason you see why a lot of companies want to jump on that model.
But I do agree that FF14 would definitely be at a much better place if SE funnel its profit into better the game itself instead draining it as a source of fund for other fail projects. Whether you can see Hoyoverse does exactly just that.
