Its because the hair and ear are in the same slot that the problem is still here. Personaly I am wondering, why male Viera and female Hroth are having this issue? The developers knew during Shadowbringers that the players were not going to accept this, so why create two models that cant wear hats? Dont the developers get the feedback, that we do not want limited races?
Also Viera and Hroth should wear all hats, not only hats created after shadowbringer, ALL THE HATS. We are paying $ a month, we deserve better. -

The bare minimum they should do is make sure that at least newer sets and especially cash store sets have working hats for hroth and bunnies
WoW has like a thousand races with different head shapes and they have helmets for every one -
