Well i'll just dip my toe in here. I don't really mind the overall themes of each city. As i think the overall theme would/should reflect those in power.
What i wouldn't mind seeing is the general populace holding some differing views a little more often. For instance in Gridania having a portion of the commoners speak about bringing inothers so they could learn/see the value of the forest and elementals. Learn to treasure it etc.
That would be a nice step in setting up the over all views of those in power, and the many opinions of its populace, making the city states feel more dynamic in their lore. If the over all views are repeated from top to bottom it gives a sense of brainwashing.
As far as art and decoration. I think each city has some in tiny clumps or areas you get to see once or twice. otherwise i could agree much of the cities are only decorated with shop stalls and city state banners. Some small touches would be nice ^^

Just because one country is technologically superior doesn't make it okay to just invade the other ones!
It's considered barbaric today, not fitting civilized people.
That's basically how the Garleans SHOULD think - but they don't; for the simple reason that they might be more technologically advanced but their "culture" is still barbaric.

Quite a few Eorzeans don't even think it would be a bad idea if the Garleans invaded Eorzea.
But us Echo people being able to talk to Beastmen and summon our own mini god are the very definition of what they want to get rid of...so even if Garlemald took over peacefully, we would still be killed.
Basically, I don't want to be killed (permanently) so I fight off those who want to kill me. It's pretty simple, right? ;)
And then there is Nael van Darnus who doesn't even care if he destroys Garlemald as well on his quest for purification...
Sorry, but I know tons of reasons why letting Garlemald take over is NOT a good way to help Eorzean technology evolve..@_@
Deserters like Cid might be helpful but let's not forget that Garlean technology uses Ceruleum, some kind of component from below earth..sounds a lot like oil in RL and we all know how many problems come with that kind of non-endless fuel..:rolleyes:
