the tower was part of the raid series released in 2014...
since it is required as part of progression, it should have been checked. yes, I work with software and I am familiar with "bugs" as well as what software changes can do. I am also familiar with a process called Quality Assurance. the purpose of QA is to make sure that 10 year old content works with the new changes, especially if it is required to progress a character through the story, like the Crystal Tower series is.
It's not a Syrcus Tower bug, it's an ice bug.

I got it for my first PCT roulette. A WHM ended up soloing him from 10-15% to dead by running in a circle and keeping Aero II up. Appropriately, the title they had on was Epic Hero.

Doing enough DPS you can bypass this.
Obviously since everybody and their mothers are on the new DPS jobs which they haven't mastered yet this can happen.
Choco medical was a skill from an optional system. You can pretty much level up from 1 to 100 nowadays without ever using your chocobo, hence the priority will be less than urgent.
On the other hand, Amon's a boss in a mandatory alliance raid to progress the story, and with a lot of people queueing for the alliance roulette to level up. It should be a high priority to fix him. Otherwise, a lot of new players will struggle to advance beyond the Syrcus tower.
This happens more frequently than you would think. Usually it's because old, absolutely safe content is viewed as absolutely safe, something gets overlooked when making a coding edit in the future, and because it's exactly the mindset that it's "old and absolutely safe" that the newly introduced bug isn't picked up until things go live. Something this significant will get fixed quickly.
