Unfortunately, this did not fix it. It is better and less frequent. But I am still having crashes with OneDrive uninstalled, closing all background apps, and my second HD disabled.

Posting incase anyone sees this in the future. I have still not been able to resolve.
I contacted Square support and they gave me a list of about 10-15 things to try. Half of them I had already tried and were your typical install/uninstall. In the end they blamed on Windows Firewall, which is inaccurate because 1, everyone has that on by default and 2, even if I disable it it still happens.
After that, they told me to log a bug with their support staff, but not to expect a reply. It's a bummer because I want to get into this game, but I keep crashing in the middle of dungeons so it just isn't fair to other players.
OneDrive is a scourge on the universe. Sickness must be purged. Also, you had My Documents on another drive? Using paths? FFXIV does not like those kinds of things. Try and keep everything in its default locations, lots of software can break when you don't (Bad software, to be clear).
If this is the dreaded DX11 crash then deleting the config files in Documents -should- have fixed it. Back up your settings to SE's servers via the Launcher, delete everything in the afor mentioned folder (C: -> Users -> Yourwindowsusernamehere -> Documents -> My Games -> FINAL FANTASY XIV - A Realm Reborn), don't restore it from anywhere. Relaunch the game allowing it to create new versions, download your settings uploaded earlier, pray to the Twelve.
If you've done all that then disregard, I only bring it up because sometimes when we're trying to sort things out like this all agitated like we skip steps, or miss things. It does sound like you have been very methodical though. So, here's me, just another catgirl, wishing you luck!
Sorry for the delayed response, but could you humor me and go to dxvk github and download the files, drop the d3d11.dll and dxgi.dll into your client folder. It just basically acts as a Vulkan translation for dx11, curious if this might solve your issue or at least lead to it if there is anything being detected interfering with dx11 (overclocking or underclocking while leaving msi afterburner or similar software open does this or at least ffxiv thinks it does, just close said programs after you tune) [I know this true of Rivatuner while that is open and that's bundled with Msi afterburner]
