Bozja Improvement Ideas

The drop rate for red/yellow/blue memory crystals needs to be improved, so people are encouraged to do it inside Bozja rather than going to do FATEs in Heavensward areas. Add some to Castrum as well.

Also the spawning requirements for CEs should be lowered, or the whole system transferred to being on timers, or perhaps spawned by enemies encountered in skirmishes. Otherwise on a lower population world you can have no CEs spawning at all. Getting no EXP from the enemies that spawn the CEs is harsh.

I would also like to see the relic quests restructured so you don't have the silly bottleneck of having to run loads of Stormblood FATEs and alliance raids all in one go before you can get back to doing stuff in Bozja. Change it to need a few crystals per weapon instead of all at once.
