Would there be any harm in bringing limited jobs up to max level?

They can keep their content lull strat, but instead of, BLU going from 70 to 80 late in the expansion it could go from 80 to 90 (as a theoretical example, obviously for the current expansion they would have to do the extra work putting it from 70 to 90, but in the long term it would then just make the 10 level jump to current expansion cap late in the expansion).
