They do look at what the english speakers have to say and Yoshi has even asked content creators to look at providing some translation to help things along. He's also asked that people remember these are humans just doing their jobs, so it's better to be polite than belligerent. As the old saying goes, you get more flies with honey. Sadly, people have trouble coming together and actually putting cohesive thoughts together for the devs to see. The west only knows how to bicker and lie.
I mean, supposedly, the reason Reaper exists is because Western fans wanted a scythe job. Yoshida's reveal for Reaper had him go kind of awkwardly around the subject like "did we do it right? Because the Japanese people didn't really mention this". But that's "supposedly", and I don't personally know if Japan's playerbase contributed.
But quite a lot of things are mentioned in the western forums that they should at least pay attention to a bit. Especially if it's feedback they want. I don't think we outnumber the JP playerbase itself, but considering we're meant to be the "global" community, lack of transparency doesn't shine a good light on them and their product.
My assumption is there is more of an issue with how feedback is aggregated for the global community side. I always get the feeling the folks who collect and compile feedback here just aren't telling the dev team the things they need to hear.
Kind of falls in line with the non-existent moderation that goes on here too imo.
I think basically nobody in SE North America (or wherever) reads anything here, so it never gets to the people who can do anything about it. If you look at some of YoshiP's interactions with the EU and NA playerbase at the older in-person fanfests, it's really obvious some things that were talked about all the time here just never made it to the devs for some reason.
