sorry had only one leve quest to turn in still did the cancel. So it is not fixed. i would hope they will address this soon.
I'm going to chime in and say I'm getting the same issue. Can't turn in leves in Sharlayan, Kugane, or Ishgard, and I'm getting the same empty list as in the original post screenshot. I've had these quests in my journal since before the 6.2 patch, although I don't think that matters since the leve I tried in kugane was only accepted a minute or so ago, just to test.
I'm on Hyperion, if that makes any difference.
Same issue. Have x4 leves picked up and get the "cancel" window at NPC turn in in Crystarium. This was tradecraft leves.
Still broken! And notta from devs/tech support as usual, I am so used SE zero response and not seeing this listed in accepted bugs either. They may eventually get to us. Since it only affecting some and not everyone.

I’ve got the exact same problem with Clifton in Mor Dhona!! Please help… I have caught so many fish for these quests ; w ;
I have enough Ignus snails to turn in to Clifton, but he just says “cancel”.
I had other quests lined up - “Sleeper Creeper” and “Putting the Zap on Nature”, which I withdrew from to try accepting them again. Today I tried to accept them again from K’leytai, is the Levemete, but now she doesn’t offer the above two quests I had withdrawn from!
Please… I would like to turn the fish in. Thank you!
This was happening to me in Ishgard. I was able to turn them in though once I abandoned all but one of them, then I just picked up the second one and was able to turn it in. Until they fix the issue, it seems like you can only have 1 lvl of leve quests active to be able to turn it in, or perhaps only one period? Maybe it'll be fixed this Tuesday.
Same issue here. tried to complete 10 'Large-scale Tradecraft Leves'. I got alll the neccessary items and cant complete the leves. The dialogue from npc presents me a 'Cancel' button only.
