Iscah is right. Look up Soken's explanation in an earlier Live Letter. I think it was #42? don't know for sure. but he does explain it.

Tribal quests reward the mount at level 7 Sworn reputation and then maximum is level 8 Bloodsworn reputation. We didn't see it in Shadowbringers, but Bloodsworn in the adventuring tribes is required for the allied tribal questline. Hopefully we'll see the return of an allied questline in Endwalker.
