It sounds like an exploit, but it doesn't seem like a big deal. On the other hand, if you could force your 15 min ability to reset it's timer inside an instance, that would be a big deal.

Going to agree this does sound exploity how ever the seriousness of it is minor at best.
Given that SE think using Collusion just like Misdirection is an exploit, and such needed to be changed.
You can bet that this will be considered as one.

I hardly think this was intended. It sounds like a bug. Bugs are not intended by developers. This would make it an exploit. Playing the game in this fashion is cheating the system.
Expect action to be taken in a hotfix. If it can't be done because of coding or server structure then expect it to be taken care of in 2.0. I wouldn't be surprised to see warnings or temp-bans for people exploiting this.
Anyone remember the item duplication mass-banning in XI? SE takes this stuff relatively seriously. I do realize they need every penny they can get from XIV right now, but if action isn't taken now, expect it to be in the future.
This has been in place since release. Its nothing new and not something that should be changed. The only time you use it is on your first run, after that you wait 15 minutes anyways.
And its not an exploit. Its using a mechanic put in place by SE that resets your cooldowns to do just that, reset your cooldowns. What's it matter if you kill Garuda instead of a few ixal after the reset.
it's explot-ish to me, but like others have pointed out it's very minor and i wouldn't worry about it if i were the dev team.
It isn't our fault that SE hasn't given us universal timers yet.
