Im gonna give you a +1 on Ardbert. I hated him in HW, but during SHB he quickly got up there. The scene with the medic, and wounded soldier in the lakeland sin eater assault was so good! also Brofist!
honorable mentions to Linu Vali and Vidofnir

Elidibus for sure. Felt terrible for the fact he sacrificed himself for us and gets very little to no credit or a word of thanks from anyone and isn’t even acknowledged by any of the main cast for it. Protected the planet for 12k years and not even a word of thanks…
This is tough, it's hard to have just one favorite in a game that's been going on for what 7 years now?
My absolute favorite is Emet-Selch SHB. (EW they took all that was interesting about him and turned him into a pure Tsundere, and that hair? Ansem is that you?)
After him it's Urianger, Yda and Papalymo( I will never forgive SE for doing these two dirty) then Gaius van Baelsar.
Ardbert, especially the phenomenal EN VA and the writing, so many good moments from his final scenes in HW to throughout ShB (and Seto!).
Fordola for being the SB villain I actually hated and wanted to stop and the one that felt like a rival (Zenos never worked for that angle) but who was written to perfectly display what happens to some people who grow up in a colonized nation and the choices they might make - and how her redemption arc was careful and realistic.
Ysayle I love the most and miss daily.
Also gonna pour one out for Briarden, the straightman that improved the Hildibrand questlines and then gave us the delightful fun and lore necessary Scholasticate arc.
Same.
Started out wanting to just make everyone happy, became obsessed with duty, everything went wrong and he tumbled down. The moon speeches about his fears about being forgotten got me, even if the writers didn't seem to be sure what to do with him before he was killed off... also indirectly caused the demise of his people and himself via the oh-so-well-thought-out time loop. Truly the most tragic. Also his VA in JP/EN are both auditory chocolate.
Speaking of just wanting his people to be happy and prosperous, Vrtra is also a newer favorite of mine. Dragons are cool, a great wyrm without a chip on his shoulder over mortals is even better.
Also +1 for Regula, a rare non-moustache twirling Garlean who came to recognize and respect us, despite us trying to kill him at first. Cool armor too.
And last I can think of for now -- Igeyorhm, though she didn't get enough screentime at all. Caused the Void we know and love, Blue Goth Lightning, also has a nice eng VA.
Oh, I forgot to mention the ones after my top 3... so next would be Varis. I enjoyed him as well as a character. Regula - wish we'd seen more of him. Magnai and Hien for the time in the Steppes. :) Yotsuyu and Igeyorhm as far as female characters go. Hesperos for the brief time we met him in Pandaemonium. I'd say Lahabrea but I am waiting to see what more we learn of him first, but he was always a fave along with 2.0 Gaius.
Elidibus, Fandaniel, Emet-Selch, Fordola, Estinien, Sadu and Haurchefant are probably my tops but I enjoy most of the characters.
If I had to pick just one it would be Fandaniel, as in the Ascian swanning around in Asahi's corpse. I just enjoy his theatrical antics and there is a lot to him even if it was never all fully shown to the players. A lot we are left to piece together by explanations of soul memories and weird things Amon has done. When you really dig in, he's a deep character who deserved more focused screen time.
