While I quoted the entire sentence, my interest was in the claim that "the current ruling race in Hingashi are the Raen". Which would mean either the Mitsurugi clan or the imperial family, depending on the view one takes of it.

In regards to Yuki Yatsurugi, while hime is often localised as princess, it does not necessarily indicate that the individual is the daughter of a monarch in Japanese use. In this case, presuming hime (姫) is used and not oujo (王女), or I suppose denka (殿下) if she's part of the imperial family, it is more than likely meant to indicate that Yuki Yatsurugi is simply of noble birth.

The Auri (and Hyuran) enemies are ronin/shinobi hired by Kageyama for his takeover of Kugane Castle. The Au Ra also Xaela for some reason.

The world is your oyster to do with as you wish. It is whatever you decide to make it from an RP perspective since you can be whatever race you want and play any job that you want.

Race lore and class lore is extremely loose in this game. You can be a whatever and play whatever and it'll make perfect sense, because they choose to be vague about player race culture. NPC races may have a quirk or two when it comes to the ideas of certain classes (example: Pure-blooded Garleans cannot use magic, and some fear it), but not so for player races.

Even if there were such cultural restrictions for certain races, the PC is supposed to be a unique entity, so you could do anything without worrying whether it makes sense or not for a given race anyway.

Player races are spread out all over the globe to boot, so you can be from anywhere.. The Xaela live in the Azim Steppe, and the Raen have littered themselves through the Far East, but both can also be found in Thavnair with different cultures.

The viera are about the only race with a set origin point, but even then they're given an out. The ones who leave the Golmore Jungle/Skatay Mountain Range simply go wherever and adopt the cultures and even naming conventions of the places they settle in.

The clan is like Lauront says is treated as a figurehead and that the Bakufu are the ones who are pulling the strings. I don't have a direct citation, but I do know in a few quests that people have stated that those in charge aka the Bakufu are Raen or at least enough of them are to make a remark about it. Also I doubt Yuki Yatsurugi's bodyguard wouldn't call her a princess if she wasn't one. Then there is the Ruby Princess who rules over Sui-no-Sato.

Obviously lots of replies already, but storywise they are major parts of Stormblood, specifically the Asian areas (Azem steppe, especially).

So your “fits” job would easily be samurai, ninja..but also something “Mongolian-esque” like a spear user or archer.

Even then, you will find a huge variety of weapons, even on the steppe..so don’t feel restrained.

Once again, if you've got a reason why your character would've got their hands on the job crystal then everything work but these two jobs have no specific tie to the Raen. Warriors are from a clan that live in the mountains of Abalathia, from memory I believe they are mostly Roegadyns and Hyurgoths. And Dark knigths are vigilantes established by former Ishgard knights to punish corrupted clergy members, so mostly Elezens and Hyurs

Well we know from the Steppes that the Au Ra have their own warrior traditions, and the Raen did ultimately come from there, so it's not a stretch to say that such a tradition wouldn't be alien to them. I believe some Xaela tribes even include amongst them Raen. Malaguld being the named one.
