Sure sure, and I'm missing out on being level 90 by not being level 90.
Horrible design if it can't even give me a reason to run 61-80 content.

Well, as I said, the reason is the prizes.
Given the weekly limit on earning the top-level tomes, you may see it as a benefit to earn at least a small amount per week ahead of reaching endgame – assuming you intend to get there before they are rendered obsolete, at least.
And treasure maps (the unlocked third option for nine seals in the week) can potentially be sold for more than the base level prizes (poetics or a platinum piece) are worth.
It may not be a reason for you, but it's a reason that is on offer if people want it.
Personally I would like access to the level 61-80 duties for my not-at-90 alt because right now I'm accumulating a lot of "second chance points" through normal gameplay but not marking off duties at the same rate without deliberately spending time on it. I'm mostly getting 61+ dungeons through the levelling roulette, and I wanted to run a level 80 dungeon for glamour but I have no chance of that being a WT goal at the moment.
I typically level from 80-90 in about 3-4 days. main scenario/alliance/levelling roulette, pixie dailies and the daily hunt lists. Throw in some shared fates while you wait. I didn't realise WT had an exp component, haven't done it for ages.
I wouldn’t mind it having a lower and higher book series (so 1-70, 71-90ish), but honestly the books are very fast to complete… something like 30 min of work for the entire week unsync’d.
It’s not a bad idea, but there really should be a weekly thing that takes a bit longer to do, or maybe can only be done sync’d.
Well daily hunts help speeding the process too, you have so many ways to level up.
The problem for me are the sidequests, I completed every sidequest in EW because I tend to enjoy those but boy they gave less than a FATE and less than a single hunt mob, just silly.
