Not enough shouting matches in Ul'dah to qualify as XIV's Jeuno just yet. At least, not on Saronia.
I'm not convinced Ishgard will become the new Jeuno. Thanalan is still where everyone does leves/behests, lots of quests and easy access to the sea port. Coerthas has nothing until the 40+ grinding. Until that changes Ul'dah may well remain the central area. But if Ishgard comes with direct flights to the other cities and the other cities don't get that then sure it will.
A method I can see to help people to stay in other cities (very flawed/short term). Would be the addition of city based quest lines that help bring the player closer to the city.
I always went back to Sandy in FF11 even though everything was centered around the other places. Just felt at home there, also was easy to travel with the warp guy in each city as well (probably the more accurate reason).
Uldah is supposed to be the main gathering spot for adventurers. Didn't you guys read the text on finalfantasyxiv.com about Uldah? So I see nothing wrong with the fact that that's how things have played out.
I remember a time where i could easily live in Gridania. The carpenters guild was really busy.
As the world population decreased, people started to drift more to permanently staying in Uldah.
As time went on, i was spending more and more time in Uldah because it was the only viable city to buy/sell/trade.
There seems to be a critical mass where if the population drops too low it becomes quite difficult to play the game outside of Uldah.
Ishgard is the key to everything.
Ishgard will have to have some endgame content for people to move their. If its just a city i think Ul'dah will remain the main hub.
