I really do get where you are coming from; yet you would be surprised to see actual usability testing results across age, gender, occupation and culture.
Namely, there are plenty of entire categories of folks that truly have a very difficult time doing more than the very basic.
Before you just cast them aside consider keeping this in mind:
Having levels of difficulty at all is intended to allow the game a broad audience.
Maybe Grandma wants to hang out with her grandkid, and that's OK.
All those dirty casuals' subscriptions are paying for your content much more than raid gamers' subs are paying for their content.
Thanks to them we can have very HQ visuals, audio and mechanics. More than any game focused purely on elites could ever hope to pay for.
All for the mere cost of having a one-time clear at reduced difficulty.
Think of Normal mode as a training dummy. It really is one after all.

If you make Savage anymore difficult it willl become static-only like Ultimates. Maybe the first 2 fights can be made harder but the last 2 fights of the tier have been at a good difficulty that is puggable, albeit painfully. Or well at least P3 is puggable but idk about p4 still stuck on tornadoes. I find the jump from P2S to P3S ridiculous and square enix needs to either make the first 2 fights harder or find some other way to ease in the difficulty more. Maybe this tier is an outlier in that regard, 5.4 was my first savage tier
The o9s tier was quite hard and probably the hardest I’ve experienced (never did e8s though) in PF. Some say this tier is equal to e1s tier but I’ve not tried. They also say p3s is the wall for PF this time around.
I don't know man, I don't want to get locked on P3 for days just because people can't count to 8, I think they way it is now is good.
If savage is to easy for you in a static, just go Party finder. Suddenly its super hard again.
At least i personally experienced that having a good static with a caller makes things so MUCH more easy. Shame i only found one good and pleasant static in all the years i played.
