Nothing you've said is actually an issue, though. OT could still take aggro easily off the rest of the group; only provoke would be weaker than the MTs. Can still perform tank swaps using Shirk, and OT can still OT.

That's how it's usually done.
Most tanks will simply turn on stance, someone pulls and whoever is holding aggro gets to keep it while the rest either turns stance off or neatly stacks with the current MT. The occasional aggro fight happens but changing the system as suggested would create more problems than it solves.
Splitting the queue for tanks will increase queue time even further because tanks already tend to have the longest queue and it deprives tanks of the option to step in if someone doesn't appear to know what they're doing or dc'ing.

Didn't they say outright that moving forward they're gonna try to have one regen healer (white mage/astro) and one shield healer (scholar/sage) get matched up in optimal conditions for random queues in 8-mans? So in a sense they DO have two separate roles, how about that. Unlike, say, tanks where they specifically went out of their way to not designate them as main tank or off tank.
I have a better solution. Go into 8 man content expecting to tank and if the other tank fights with you over aggro, just let them have it. Or if you're better geared, you'll naturally overtake them even if they attempt voke spamming. Either way, the end result is the same.
The last thing we need is an option for tank players to essentially "hide" from their actual role. If you aren't prepared to tank, then don't queue as one.
You fail to consider that if one MT dies there would be two OTs left in an alliance raid, which would land the group in the problem you're trying to fix - tanks with equally powerful provokes using it on the same target.
You also fail to consider that provoke is an excellent tool for a tank who knows what they are doing to take the boss off of a tank who does not. A boss facing the wrong way or being in the wrong place can cause a wipe. Sometimes the best thing to do is force yourself into the MT position to save the pull. And with your suggestion this sometimes would be impossible to do.
