A casual player doesn't really have gear priority. Just get the required average item level to do the content that the player wants to do. Otherwise, augmented tomestone gearing is the long term goal anyway, though not necessary depending on the contents that will be done.

EDIT: If there is a piece of gear that can be prioritized, it's probably just the weapon, but alliance raids don't have weapons anyway.

I'm thinking for the idea of me not being a raider, and playing monk wanting gear that has critical hit over gear that does not. So if I can trade off an Eden or unupgraded tomestone piece with crit and skillspeed for a piece that has neither stat, that's what I'm going to do. Casual encompases a large range of players, some that just don't do the hardest content, but care enough about substats to want to pick what will make the best impact or will make the job more fun to play.
